Traffic Calmers?

Do the proposed permanent traffic calmers on the upper east side, bulb outs and traffic islands on Garden Street, mini-roundabouts at Victoria and Olive Street, hinder canyon residents especially when trying to get from the Canyon to Milpas Street or downtown?
Will such obstructions hinder response time to the Canyon if the so called calmers are expanded to more intersections in the city? Also what effect would they have on evacuation from the Canyon?
If so, SBSAFE Streets has appealed the City's Board of Architectural Review's approval of the design and location of the bulb outs, islands and mini-roundabouts.
